Transformation of Library Literatures Expenditure from Subscription Expenses to Open Access Publishing Funding:Objective,Challenge and Policy Suggestion

[Purpose/significance] This paper makes the fact-based case for the transformation of library literatures expenditure from subscription expenses to open access publishing funding, in order to arouse the concern of open access publishing and funding transformation trend with the science and technology development management administrations, scientific and educational institutions, libraries and scholars, and to promote scientific and technological information communication and library innovation.[Method/process] Using the grounded theory methods, this paper analyzes the multiple challenges under the coexistence situation of the traditional subscription-based journal's model and open access publishing model, makes a detailed investigation and a comparative analysis on the experimental models of transformation, proposes the necessity and feasibility of expenditure transformation and gives some related suggestions.[Result/conclusion] The transformation is feasible and necessary.From the establishment of the "offset mode", the formulation of expenditure transformation rules and coordination mechanism, and other aspects, this paper suggests that the transformation should be actively promoted.
