Decision-Making Process of Organizational Climate Improvement Planning in American Libraries

[Purpose/significance] This paper aims to provide reference for Chinese libraries in undertaking organizational climate assessment and formulating management policy improvement plans by examining the decision making process of the organizational climate improvement program in American libraries. [Method/process] Using the typical case analysis method, it analyzes and generalizes their decision-making process of identifying the optimum management plans based on the survey results of three American libraries through the tool of ClimateQUALTM. [Result/conclusion] The decision-making process of identifying the optimum management plans of three libraries can be generalized into three modes: bottom-up decision-making process model, decision making process model supported by decision software, and decision making process model under the guidance of consultant. According to the existing cases, some enlightenments can be concluded for Chinese libraries when they carry out an organizational climate assessment from the respect of focus of managerial attitudes, choice of implementation subject, collection of the librarian's opinion, primary election and optimization of management program.
