[Purpose/significance] Intelligence work under the perspective of engineering creates a new paradigm for Intelligence work under the environment of big data. The theoretical model in this paper provides a systematic, holistic guidance analysis tool and improves the quality and efficiency of intelligence work under the perspective of engineering. [Method/process] The elements contents, working process and organization management activities of intelligence work under the perspective of engineering in this model are displayed in a comprehensive, systematic and scientific way. This model guides the intelligence work under the perspective engineering to solve the problem in a well-organized, systematical and step-by-step way.[Result/conclusion] Based on the idea of Hall Three-dimension Structure and the Life Cycle Theory, this paper constructs the Hall model of intelligence work under the perspective of engineering. It proposes three dimensions of model including time, logic and knowledge dimension and analyzes the Active Matrix in detail. Then it reveals the guiding significance of the model by taking the planning stages of competitive intelligence for example.
