Government Open Data Survival Status: Investigation Report on 19 Local Governments

[Purpose/significance] This paper aims at assessing the living conditions of local government open data, and summing up the experience and problems that are important to build an open government.[Method/process] With an evaluation form of the survival status of government open data, we conducted a survey to assess 19 local governments through website observation and data survey.[Result/conclusion] It is shown that local government open data is at risk. Most local governments could not distinguish open data from open information, lack relevant laws and regulations. Data management is fragmentary and lacks effective revitalization. Data value wants mining. This paper sums up the problems and the corresponding countermeasures. The open data laws and regulations should be made. Other recommendations are also put forward, such as the establishment of specialized management agencies, the establishment of a unified service platform, revitalizing the stock data and optimizing the incremental data, the promotion of data use and expanding the influence of data.
