Study on the Resource View and the Dynamic Aggregation of Information in Emergency Response

[Purpose/significance] This paper establishes the importance of dynamic information resources in emergency response, designs an integrated framework of the information aggregation mechanism for emergency response, and provides strategies for optimizing information resources in information work to support the emergency decision and action. [Method/process] This paper analyzed the position of dynamic information resources in emergency response and the characteristics of dynamic information resources. Then, it designed the integrated framework of dynamic information aggregation with the combination of information organization and aggregation methods. [Result/conclusion] Information resources have dynamic characteristics and information work has difficulty in participating in emergency response. The dynamic aggregation of information resources is a systematic project with two dimensions——scope and depth. According to the standards and technical specifications, the regular development of information resources and the emergency process participation are two important aspects of information work.
