[Purpose/significance] This paper takes the EU Research and Innovation Framework Program——Horizon 2020 as an example to introduce and analyze the EU research data management and open access policy and its characteristics. This research could provide the reference for Chinese data management and open access.[Method/process] This paper sorts out the EU Horizon 2020 plan and its research data management and open access, summarizes its content and analyzes its characteristics with the literature research method.[Result/conclusion] The scientific and effective management of scientific research data needs to be made from the strategic level to develop China's scientific data management and sharing policy, to provide funding support of scientific data management and sharing, to formulate the principles and standards of consensus and guiding significance, to strengthen the research and training of scientific data management and sharing, and to play the role of library in the sharing of scientific data.
