[Purpose/significance] This article makes a study on factors influencing visually impaired users on using public libraries websites, and proposes guidelines with best practices based on information accessibility design, to improve the website services for the visually impaired users.[Method/process] Firstly, based on document analysis and questionnaire, the article summarizes 17 principles for information accessibility design. Then top five libraries are selected according to Baidu Search Ranking, and their websites are tested by 5 visually impaired users, who use screen readers to visit the websites and finish one task, to get the results and assessments. Apart from this, a survey is designed according to LibQUAL+TM to gather the visually impaired users' assessments about websites services of these five public libraries.[Result/conclusion] The results indicate that there's still a gap between the perceived service and the desired service. By analyzing the factors that influence the visually impaired users in two perspectives of web resources and access with best practices of foreign public libraries, the paper proposes 10 suggestions on improving public library websites accessibility, such as strengthening their marketing function.
