[Purpose/significance] Taking Chifeng Library in Inner Mongolia as an example, this paper discusses the construction and practice of the social service capacity of public libraries under the current social environment, to provide reference for Chinese public libraries to take up their own social responsibility more effectively.[Method/process] Combined with the practice process of library social service capacity construction in Chifeng, Inner Mongolia, this paper summarizes the common problems and solutions of library social service capacity construction.[Result/conclusion] In the present social environment, it is suggested that the social responsibility should be integrated into the strategic planning of the library, and the social responsibility should be fully guaranteed in the system so as to transform it into a part of the library values and ideas. Extensive cooperation with social forces is useful to open up a new model, according to respective abilities and advantages for breaking through.
