Civic Literacy and Resilient Society——A New Topic for Public Libraries to Participate in Social Transformation

Abstract

[Purpose/significance] Whether a community is strong or not depends on the internal strength of its people, which is resilience. Resilience is the ability to adapt and cope with change. A resilient person not only has a sense of crisis and an open mind, but also has the qualities to cope with change and solve problems. Library service not only subtly improves people's resilience, but also provides them with a safe and comfortable space for learning and communication.[Method/process] This paper from the library's social background and demand, focusing on the resilience and the sustainable development, reading and information services in resilience cultivation, resilience, society and the role of the three aspects, such as problems in the development of the library, through the analysis of the social function of the library and the social development, in particular, the role of library in the process of resist risk should have, and further suggested that the link between the library and resilience of social construction, and put forward countermeasures and suggestions can be reduced to a specific action.[Result/conclusion] Firstly, we should fully understand the significance of carrying out resilience literacy education in libraries, and take this as a starting point, focus on expanding the space for libraries to participate in the society. In addition to resilience literacy education, the library should try its best to meet people's needs for improving digital literacy, technical literacy, health literacy and professional literacy, and provide them with warm and safe communication space. Then, actively innovate various services aimed at enhancing the resilience of the community and citizens, and focus on exploring new service projects. While continuing to carry out reading promotion activities, the library should also apply the accumulated experience and cases in reading promotion activities to improve resilience literacy. By participating in the construction of resilient society, the library can further expand the new space and skills of serving the community. Finally, to enhance the ability of the library to deal with crisis and risk, and to improve the resilience and skills of the librarians themselves. The library should enhance the consciousness of crisis management, establish the concept of great security, and be able to resist all kinds of crises and risks. At the same time, librarians should pay attention to self-learning and training in resilience literacy education, and try to devote themselves to and serve the construction of resilience society with stronger and more solid resilience literacy and skills.
