Review of Domestic and Foreign Research on the Personal Privacy Protection in the Open Government Data

Abstract

[Purpose/significance] The research literature of personal privacy protection in the opening of government data at home and abroad is systematically combed, aiming to provide reference and reference for further research in this field in China. [Method/process] Using the method of literature research, induction, comparison and synthesis, this paper made a review of the concept, reason, logical paradox, practical dilemma and realization path of individual privacy protection in the opening of government data. [Result/conclusion] The results show that the research in this field has experienced three stages: the emergence of privacy issues, the protection of personal privacy in government information disclosure and the privacy protection of individuals in government data opening. The research on related topics has achieved fruitful results, the characteristics of interdisciplinary research are obvious, and the research points of view are both consensus and differences. It is suggested that the domestic research should be carried out from four aspects: expanding the scope of research topics, focusing on key issues, grasping the complexity of research issues, paying attention to applied systematic thinking, enriching the application of theoretical tools, highlighting the process and dynamics of research, introducing historical, comparative and other analytical methods to strengthen empirical research.
