[Purpose/significance] Since the outbreak of novel coronavirus pneumonia, the practical importance of emergent open access mechanism of information resource has been highlighted in the field of library and information studies.[Method/process] Centered on the question of how to build a fast and an efficient open access mechanism for coping with public health emergency, this paper adopted the cut-in point of public health emergency context, and collected successful open access cases in the field of library and information science. It analyzed 7 main bodies in the role of health emergency information resource to open, including scientific research personnel, universities and research institutions, scientific research funding agencies, libraries, data centers and platforms of preprint. Furthermore, according to functions of each subject and collaborative relationships between these subjects, this paper constructed multiple agents involved three-layer cooperation mechanism model, including open access resource provision layer, open access integrated utilization layer and open access support layer. Consequently, it formed a system where resource provision layer interworking open access, open access support layer proving external support, and resource utilization layer integrates resources.[Result/conclusion] In the light of the newly constructed model, this study put forward specific suggestions towards emergent open access of research resources based on the actual situation.
