Measures of Foreign Library Organizations Under COVID-19 and Its Reflections

Abstract

[Purpose/significance] Public health emergencies have a direct impact on the operation and user demand of libraries. Taking positive and effective measures to cope with the impact will help libraries improve their service capacity and enhance their core competitiveness. Measures of foreign library organizations to COVID-19 can provide reference and thinking for the domestic library organization.[Method/process] By the Internet survey and literature research method, this paper selected 13 library organizations. Then, it carried out content analysis and case study on the COVID-19 statement, notice, announcement published on their website homepage and summarized the main points its overall, provided thinking of dealing with public health emergencies for domestic libraries.[Result/conclusion] The results show that the overall characteristics of the measures in foreign library organizations are to fully reflect humanistic care, ensure the authenticity and reliability of information, guarantee the access to user resources, and seek for excellent practice cases. It is suggested that the domestic library organizations should release the statement timely, strengthen the basic concept of demand, pay attention to the implementation of beyond information literacy education, improve the ability to guarantee network information resources, and enhance the awareness of absorbing excellent practice cases to improve measures.
