A Typical Case Study of North American Libraries Responding to Major Public Health Emergencies in the Past Hundred Years

Abstract

[Purpose/significance] Responding to major public health emergencies is an important content of North American library emergency services. The research and analysis of north American library typical cases of emergency measures can provide reference for the future emergency service mechanism construction of libraries.[Method/process] From the perspective of different historical periods, this paper selected and analyzed the typical cases of public library, university library, professional library, library association in North America in response to major public health emergencies of three epidemic diseases:the 1918 influenza, the 2003 SARS, and COVID-19. Then commented on the characteristics of emergency services of North American libraries in response to major public health emergencies.[Result/conclusion] North American libraries have provided information services that meet the needs of the social background in the history of major public health emergencies. It has taken on the roles of the executors of community epidemic prevention, the disseminators of health information, the protectors of vulnerable groups, and the strong backing of scientific research about epidemic prevention. In terms of the concept, service mode and emergency mechanism of library operation, such as remote opening, digital transformation, cross-field integration, and "one chess game" of global epidemic prevention, it will bring enlightenment to the future emergency service management mode of libraries.
