[Purpose/significance] Improving the health level of citizens is an inevitable requirement after the economic and social development to a certain extent. The construction of health data collaborative governance system helps to achieve the goal of promoting the requirement from the perspective of information science. [Method/process] Based on the understanding of the spirit of the "Healthy China 2030" planning outline, and based on the analysis of the needs of each governance body for health information governance, this paper proposes a health data collaborative governance system oriented to the "Healthy China 2030" strategy, and proposes safeguard measures for key links. [Result/conclusion] To coordinate the construction and guarantee of health data governance system at all levels, departments and stakeholders is helpful to realize the social value of health data while promote the national health strategic objectives, and expand the research scope of health informatics.
