[Purpose/significance] With the increase in the utilization rate of digital publications, the conflict between the shareability of document information resources and intellectual property rights has intensified. How to resolve this contradiction, compensate the legal rights of copyright owners, and legitimize the public supply of information resources is an urgent problem that needs to be resolved. [Method/process] The article used comparative research and text analysis to analyze the laws related to the public lending rights of e-books in the UK, and summarized the characteristics of the public lending rights of e-books and compensation. [Result/conclusion] The public lending right of e-books in the UK has a quasi-copyright mode and a copyright mode in parallel, the copyright mode is the main one, takes the lead integrating e-books into the right object and gives the right subject greater authority. The financial compensation is allocated from the government financial appropriation, and its calculation is based on the number of lending. We can learn from the characteristics of the public lending right of British e-books and the detailed rules of compensation to implement the compensation of the public lending right of digital publications.
