[Purpose/significance] The implementation of Plan S has promoted the open access of academic research results, but it still has some shortcomings. By refining the problems existing in the implementation of the 10 principles of Plan S by each participant, the reasons hindering the implementation of Plan S are found..Based on this, corrective suggestions are put forward in order to promote the early realization of Plan S. [Method/process] According to the principle of different countries and different participants in the same country, the research data were determined.Use NVivo11 to sort out foreign interview data line by line, and combine grounded theory and program coding to deeply explore the problems in the 10 principles of Plan S. [Result/conclusion] According to the existing problems of the 10 principles of Plan S,this paper puts forward some suggestions and countermeasures from the following five aspects:obtaining recognition and support from authoritative government departments, supporting of hybrid periodicals as a transition mode, formulating implementation criteria of cost transparency, properly delaying the implementation time of Plan S, refinement and extension of the principle of Plan S.
