[Purpose/significance] Learning about the impact of right to be forgotten on information archiving and information access in libraries and archives is significant for memory institutions to conduct memory preservation and to balance the public interests and individual rights in memory preservation and access.[Method/process] The research methods including case study, law and policy text analysis were used to explore the content of right to be forgotten and its impact on information archiving and information access in libraries and archives, and then some suggestions were proposed.[Result/conclusion] Right to be forgotten will not create a hurdle to the information archiving in libraries and archives, but may result in limited access to some information online. Libraries and archives shall abide by such principles as data minimization and guaranteeing information integrity when archiving information. Meanwhile, they need to establish and perfect a series of mechanisms including the review mechanism to decide what information can be accessed online, the review mechanism on the application for taking down online information on the ground of right to be forgotten as well as the review mechanism to recover the access to the takedown information, and if necessary, can pseudonymize some information, thus trying to balance right to be forgotten and the public interest.
