[Purpose/significance] In post-pandemic era, personal information has become the core data resource for community governance. Under the premise of privacy protection, how to create a more harmonious scene of personal information applications, is an urgent question to be solved in the modernization of community governance based on big data.[Method/process] The residents' perspective was used as the entry point, the scenario variables of community governance were set from three aspects:interest tendency, security relevance and disclosure degree, and analyzed the influence mechanism of scenarios on the intention to disclose personal information through questionnaire survey, combined the characteristics of personal attributes to reveal the laws of different population, and then discussed the optimization suggestions for community governance of personal information application scenarios.[Result/conclusion] Research shows, residents are affected by OCB factors, which makes them have a higher intention to disclose personal information in the public benefit scenarios and highly security-related scenarios; while personal information is being used for community governance, adding personalized service feedback will help improve disclosure intention; the collection of personal data in the community should focus on the distribution of individual attributes of residents, and respond to residents' concerns as much as possible.
