[Purpose/significance] Through an in-depth analysis of the process of the healthcare data opening and sharing in major public health emergencies, this paper proposes an open governance model of healthcare data with the collaboration participation of multiple subjects for data governance of major public health emergencies in China.[Method/process] By using a combination of literature research and Internet surveys, this study comprehensively reviewed the current research status and existing obstacles of healthcare data opening models for major public health emergencies at home and abroad, and proposed governance solutions from the perspective of solving practical problems.[Result/conclusion] By clarifying the principles of healthcare data opening for major public health emergencies, this study decomposes the process of data opening and sharing, conducts staged governance model of healthcare data opening and sharing under major public health emergencies, and formulates relevant supporting security mechanisms. Finally, this study proposes a practical governance model of healthcare data opening in major public health emergencies.
