Investigation and Enlightenment on the Practice of Disaster Emergency Education in Japanese Public Libraries

Abstract

[Purpose/significance] In major disaster events, the problems of citizens’ low self-help awareness and low emergency response capabilities have become increasingly prominent. Disaster emergency education for the whole people has become a public cultural service that needs to be developed urgently. This paper aims to study how libraries can effectively perform their educational functions in this public cultural service. [Method/process] This paper selected Japanese public libraries with considerable experience in disaster emergency education as reference objects, conducted an online survey of the disaster education activities of 59 Japanese public libraries from the two dimensions of cooperative participation elements and experiential learning paths. This paper studied the composition of cooperative participation elements of cooperation objects, service objects, educational resources, policy systems and cultural environment, and extracted the experiential learning paths that promote understanding and transformation of knowledge. [Result/conclusion] With reference to the practice of Japanese public libraries, this paper provides some suggestions for the development of disaster emergency education in domestic public libraries from two perspectives of cooperative participation elements and experiential learning paths.
