[Purpose/Significance] To investigate and analyze the practice of inclusion of special groups in foreign public digital cultural resources integration projects, this paper summarizes their experience, and provides reference for promoting the equality of public digital cultural service groups in China. [Method/Process] Eight foreign public digital cultural resources integration projects were selected as the survey objects, and the practice of inclusion of special groups was analyzed by using network survey method. At the same time, based on the present situation of our country, this paper put forward suggestions for our country. [Result/Conclusion] Foreign public digital cultural resources integration projects mainly reflect the inclusion of special groups from the following five aspects: construction planning, accessibility, cultural resources, cultural activities and project services. Based on the reality, China should identify the construction route of special group projects, establish the accessibility standard of special group, strengthen the construction of cultural resources of special group, innovate the forms and contents of special group activities, and expand the service types of special group projects.
