To deepen the understanding of the requirements for high-quality development in the report of the 20th National Congress of CPC, and to sort out the characteristics and connotations of the new stage, new concept and new pattern of library and information service, indicate that digitalization, openness, data and AI are the significant characteristics of the current development of library and information service, and propose to build the new paradigm of library and information service based on the data, intelligence and decision-making in the new era.
