[Purpose/Significance] To explore the intelligent development of the general and branch libraries under the background of the construction of smart library system, in order to attract the attention of national cultural authorities, library industry and academic circles to the intelligent transformation of the general and branch libraries, and provide a new perspective for the theoretical research on the general and branch libraries in China. [Method/Process] This paper discussed on the development opportunities given to the general and branch libraries by the high-quality development of public culture and the construction of the national smart library system from the two levels of strategic objectives and opportunities of the times, and discussed on the challenges brought to the current development of the general and branch libraries by the imbalance between urban and rural areas, the mismatch between supply and demand, and the low service efficiency from two aspects of industry problems and development bottlenecks. Then, based on the opportunities and challenges, it looked for the theoretical basis for the selection of the wisdom of the general and branch libraries and combed out the existing practical exploration, and finally put forward the development path of the wisdom of the general and branch libraries in China. [Result/Conclusion] It is proposed that the intelligent general and branch libraries should be integrated into the national smart library system. And the paper proposes that the intelligent development of the general and branch libraries in China should adhere to the concept of “human-centered” high quality development, clarify the core appeal of urban-rural equality and the fit of supply and demand, take the integration into the national smart library system as the basic plan, and pay attention to the characteristic development of the intelligent development of the general and branch libraries.
