[Purpose/Significance] Data is an important basic strategic resource of the country, and many public data with key and basic characteristics are mastered by governments at all levels. Personal privacy protection is an important work in the process of government data opening. Exploring personal privacy protection is conducive to promoting the opening of government data platform in China.[Method/Process] Relevant policies on personal privacy protection of 20 provincial government data open platforms in China were collected in official website, the provincial government, and the collected policy texts were coded according to different dimensions by using NVivo text analysis tool. According to the coding analysis results, the text content analysis method was used for comparative analysis, and the problems and shortcomings of personal privacy protection policies in the current provincial government data open platforms in China were clarified.[Result/Conclusion] The corresponding countermeasures and suggestions are put forward from five aspects: formulate local personal privacy protection laws, promote collaborative governance of data subjects, cultivate citizens’ awareness of privacy protection, formulate continuous personal privacy monitoring strategies, and strengthen the construction of talent team.
