The Formation Mechanism of “Weak Participation” of Social Organizations in the Purchase of Public Cultural Services

Abstract

[Purpose/Significance] As one of the important measures to promote the participation of social forces in public cultural services, the purchase of public cultural services is conducive to further stimulating the vitality of social organizations and promoting the high-quality purchase of public cultural services through indepth analysis of the formation mechanism of social organizations “weak participation” in the purchase of public cultural services.[Method/Process] Based on the research method of grounded theory, this paper constructed a two-stage theoretical model of the formation mechanism of “weak participation” of social organizations in the purchase of public cultural services through layers of coding, induction and refining.[Result/Conclusion] The study finds that the generation stage of weak willingness to participate social organizations is mainly affected by such factors as insufficient participation capacity, lack of participation cognition, weak government trust, strengthened administrative pressure and weakened social space; The transition from weak willingness to participate to “weak participation” is regulated by the lack of formal institutional environment and the lack of informal institutional environment. Put social organizations under the perspective of public cultural service purchase to explore the formation mechanism of their “weak participation”, break through the existing theoretical analysis framework and research perspective on public cultural service purchase, and provide new ideas for the academic community to explore issues related to public cultural service purchase and the government to guide social forces to participate in the purchase.
