Factors Influencing Willingness to Use Open Government Data: A Meta-Analysis

Abstract

[Purpose/Significance] The purpose of this paper is to explore the factors influencing users’ intention to use open government data and provide some theoretical and practical implications for the work of open government data in different countries. [Method/Process] This paper makes a meta-analysis of 29 quantitative studies to explore the determinants of using open government data, and conducts a meta-regression for the level of cultural and technological development. [Result/Conclusion] The results show that perceived usefulness, social influence, performance expectation, effort expectation, system quality, relative advantage and trust are the main factors. At the same time, culture and technology also play an important moderating role in the use of open government data.
