[Purpose/Significance] Based on investigation of practice data of platforms built by Chinese funder institutes and research institutes, this study analyzes open access implementation and problems of publicly funded research papers, and provides reference for papers to achieve more adequate open access to publicly funded research papers in China. [Method/Process] Using the methods of literature research and network research, this study selected 204 Chinese institutional platforms as analysis objects, systematically analyzed policy management, resource deposit, retrieval and navigation, access acquisition and user services, so as to sort out the practice related to open access to publicly funded research papers of these platforms. [Result/Conclusion] Chinese institutional platforms have made progress in policy management, platform functions, and user services, while still facing problems such as less comprehensive policies, poor resource utilization and insufficient user awareness. We need to coordinate policy regulation and rights protection, improve platform construction and continuous operation, and strengthen community collaboration and evaluation rewards, so as to gradually optimize the practice of open access of publicly funded research papers and promote the overall process of open access in China.
