[Purpose/Significance] Vaccine hesitancy has been one of the main reasons for preventing the public from completing vaccinations. This study focuses on the public’s vaccine hesitancy in order to reveal the cognitive process from vaccine hesitancy to acceptance and the influence of information seeking. [Method/Process] Based on the sense-making theory, the micro-moment time-line interview method was used to collect the interview data of 26 interviewees. Qualitative data analysis was performed to analyze the data, explore the cognitive evolution of the public from vaccine hesitation to acceptance, and reveal its meaning construction model. [Result/Conclusion] From vaccine hesitation to vaccine acceptance, the public experienced four cognitive evolution stages: fear and reject, curious and observe, learning and receive, trust and accept. The evolution of public awareness of vaccine is dynamic. Obstacles to sense making process include risk perception, cognitive bias, negative experience, life changes, information overload and knowledge deficiency. In the process of sense-making of public vaccine information, some information search characteristics, such as search type and search channel, will have an impact on it. The study proposes a model to describe the process of public sense making of vaccine, which can help the government and relevant institutions to implement more targeted vaccine education and vaccine promotion policies.
