Developing an Evaluation Framework for Informatization Projects Data Use Towards Standardization Regulation

Abstract

[Purpose/Significance] A large amount of data is produced during the development of informatization projects along its life. Making the data resources available and usable, enabling easier and safer use will enable the construction of digital government, digital economy and digital society and the innovation development of digital transformation. [Method/Process] Firstly, based on literature research, this study put forward the dimensions of the evaluation framework for informatization projects data use. Secondly, this study used content analysis to analyze relevant policies, standards, literature, etc., and identified core indicators under each dimension. Finally, a case study was conducted on the local standard Evaluation Guidelines for Data Use in Informatization Projects in Taizhou City to verify the effectiveness of the constructed evaluation framework. [Result/Conclusion] The evaluation framework for informatization projects data use includes 5 dimensions and 27 core indicators, then, 5 dimensions and 23 core indicators have been verified to be effective among them, while 4 indicators have not been adopted due to difficulties in operability or temporarily inapplicability to current practice. This study helps to clarify the objects and elements of the evaluation for informatization projects data use, and has guiding significance and reference function for improving the overall ability of informatization projects data use.
