Analysis of Risk and Its Control Strategies of Foreign Digital Preservation Alliances

Abstract

[Purpose/Significance] The digital preservation alliance, as an effective form of long-term preservation of digital resources, faces various risks. Identifying and controlling the risks are significant for sustainable development of the alliance. [Method/Process] Based on relevant documents on digital preservation risk assessment, this research divided the risks into three categories, namely, technical risk, organizational risk, and copyright risk, and subdivided them into 10 risk factors and 30 specific manifestations. Then it investigated and analyzed the real risk events and the corresponding control strategies in the operation of 43 foreign digital preservation alliances. [Result/Conclusion] The research finds that risks are relatively prominent in system maintenance, institutional coordination and resource copyright. The alliances take certain control strategies, which have great reference for Chinese preservation community. This article suggests that it is necessary for the alliance in China to build a safe technical environment, design a sustainable organizational management plan, and establish a mechanism to balance copyright protection and resource sharing.
