[Purpose/Significance] From the privacy risk control, the paper investigates the privacy protection practice of public data openness in the US to provide a reference for public data governance in China. [Method/Process] Based on the text analysis and the data lifecycle theory, this paper sorted out the types and focuses of privacy risk control practices in the US at various stages, and constructed a data lifecycle privacy risk control framework suitable for public data openness in China. [Result/Conclusion] It provides suggestions for the governance of public data in China from five aspects: creation and collection, processing, dissemination and disclosure, use, storage and disposal of public data.
