[Purpose/Significance] As the first-level discipline of “Library Information and Archives Management” is renamed “Information Resources Management”, this paper proposes the establishment of Science and Technology Information Resources Management as one of the second-level disciplines of Information Resources Management, to respond to the needs of the social development, and reshaping the disciplinary, academic, and discourse system of China’s Information Resources Management. [Method/Process] This study adopted the literature analysis method to comprehensively analyze relevant literature and the development of the information resources management discipline. It elaborated on the historical inevitability of the emergence of the discipline and examined the relationships between science and technology information resource management and information resource management, domain-specific information resource management, science and technology information management, and library, information, and archival sciences to clarify the disciplinary positioning. Based on the existing research, the study constructed the basic framework of the discipline through theoretical analysis and practical validation. [Result/Conclusion] This paper proposes the framework of discipline in three dimensions: horizontal, vertical and meta-research. Horizontally, information resources of scientific knowledge production, information resources of technology development activities, information resources of science and technology management activities, information resources of science and technology development strategies, information resources of science and technology security are regarded as the five basic research areas. Vertically, according to the degree of integration with practice, the research of the discipline is divided into three hierarchical structures using a theory-application model. This framework clarifies the theoretical cornerstone and logical kernel for the construction of the discipline.
