[Purpose/Significance] Through research and analysis of a series of scientific data management methods and policies issued by China and the Chinese Academy of Sciences, it provides useful reference for National Science Library, China Academy of Sciences to formulate a policy framework for data collection and sharing in the field of documentation and information. [Method/Process] Based on the comparison of data collection and sharing policies at home and abroad, this paper summarized and analyzed relevant regulations on data collection and sharing methods, and completed the research on the policy framework of data exchange and sharing by combining the datasets produced by LAS researchers during the scientific research process, various related data generated during the publication of scientific research papers or scientific reports. It mainly included general principles, division of responsibilities, data collection management and open sharing, guarantee mechanisms, security and confidentiality, and 6 categories of supplementary provisions, with a total of 21 indicators. [Result/Conclusion] Based on the above research, the Implementation Rules for the Management and Open Sharing of Data Related to Papers and Reports in National Science Library, Chinese Academy of Sciences is issued to guide the data collection and sharing work of the LAS, improve the level of data collection and utilization, and promote the efficient use of data resources.
