[Objective/Significance] Faced with the practical development challenges and lack of theoretical research on audio reading services for visually impaired groups in public libraries in China, this paper draws on the practical experiences of the “audio reading +” cultural services for the blind in Shaanxi Library. It explores a new development idea of integrating audio reading services with different functions such as “display, socializing, education, and experience”. It provides theoretical references and valuable practical guidance for the development and optimization of audio reading services for the visually impaired in public libraries. [Method/Process] Through the literature research, this paper explored the development practices and research overview of audio reading services for the visually impaired in public libraries. It used the case study method, constructive interpretation analysis, logical model analysis, and other approaches to explore the attribute features and internal connections of the “audio reading +” cultural services for the blind in Shaanxi Library. Then, it constructed a service model to summarize the service practices, refine the service framework, and develop the service theory. [Results/Conclusion] This paper proposes optimization strategies of “realizing standardized services by adhering to regulations and policies, realizing precise services by applying information technology and advanced concepts, and realizing multi-functional services through ‘audio reading + ’cultural activities” to promote the high-quality and sustainable development of audio reading services for the visually impaired in public libraries.
