[Purpose/Significance] The government chief data officer (CDO) system can significantly improve the effectiveness of public data governance. The study of the US government CDO system and its practices can provide references for public data governance in China. [Method/Process] The strategic framework of the US government chief data officer system was summarized from three dimensions: legislative authorization and responsibility system, organizational structure and capacity building, strategic plan and implementation roadmap. Three practical modes were identified: the unified, the decentralized, and the joint. Its operating mechanism was analyzed from five dimensions: data strategic planning and security, data life cycle management, digital transformation and market development, data sharing and departmental collaboration, and data openness and value co-creation. [Result/Conclusion] This paper puts forward policy suggestions on improving the government CDO system in China from four aspects: improving the system construction, clarifying the authority and responsibility and flexible management, building a new pattern of data sharing, and cultivating a data-driven culture.
