[Purpose/Significance] Public data resource registration is beneficial for understanding the current status of public data resources in China. It also facilitates their discovery, development, and utilization. However, public data resources are new types of data assets, and their registration differs from that of traditional assets and digital resources. Constructing a metadata standard for registration and scientifically describing their types are of great significance for establishing a public data resource registration system. [Method/Process] Based on clarifying the attributes of public data resources, this paper analyzed the connotation, elements, and characteristics of public data resource registration, and constructed a metadata description framework for it from five dimensions. Finally, a core element set of public data resource registration metadata was proposed. [Result/Conclusion] Public data resource registration is the recording activity of relevant subjects on matters related to public data resources. It consists of subject, object, activity, and tool elements, and has the characteristics of legality, openness, and credibility. The metadata description framework for public data resource registration consists of value dimension, content dimension, application dimension, legal dimension, and security dimension. Based on that, the core attributes of metadata are formed.
