[Purpose/Significance] The integration of urban-rural public library services is an important component of China’s urban-rural integration in public culture. It has become a significant aspect and task in the modernization of China’s governance system and capacity for public cultural services. Its research and practice carry significant strategic and practical implications. [Method/Process] Using research methods such as literature review, online surveys, and inductive analysis, this study theoretically reviews 55 high-quality articles, conducts focused perspectives and observations on representative “top-tier” cities such as Jiaxing, Guangzhou, Dongguan, and Shenzhen. At the same time, the practical situation in economically underdeveloped areas such as Xining and Heyuan is also analyzed. The current status and existing shortcomings in the research and practice of integrating urban-rural public library services are explored. [Result/Conclusion] Based on existing research and practice, this paper proposes a progressive path for the integration of urban-rural services in public libraries from five aspects: (1) improving institutional mechanisms and innovating management ecosystems; (2) optimizing resource allocation and building a solid foundation; (3) enriching service supply and meeting real needs; (4) strengthening technology empowerment and shaping digital and intelligent scenarios; and (5) establishing sound evaluation feedback and ensuring long-term development.
