[Purpose/Significance] There has been a significant trend towards open access in the international publishing market in recent years, but the subscription model of scientific journals in research libraries in China shows some shortages. It is necessary to further explore the feasibility and implementation strategies of scientific journals so that transforming from subscription to open access publication. [Method/Process] With transformative agreements known as a phase of open science, this paper investigated the models, practice cases, and properties in the foreign transformative agreements. Based on the current subscription and potential problems in research libraries in China, it proposed the theoretical basis and practical approaches of transformative strategies. [Result/Conclusion] This paper formulates three strategic goals that are “cost neutrality, equity, and openness”, forms four evaluation elements based on subscription and publication, and constructs the practical operation process of journals transforming from subscription to open access publication in research libraries. It provides strategic ideas for the optimization and management evaluation of library subscription models in China.
