[Purpose/Significance] This study constructs a data infrastructure for CPC periodicals, covering database, cognitive reasoning, and services ecosystem. It aims to realize intelligent preservation, associated analysis, and innovative dissemination of these periodicals. [Method/Process] Based on the theoretical foundations of media archaeology, semiotics, cognitive communication, and public governance, this study develops a three-layered data infrastructure. The data layer integrates multi-modal resources through high-resolution scanning and enhanced OCR, preserving material characteristics such as ink penetration. The intelligent layer adopts domain-adaptive large models to interpret contextual semantics and symbolic metaphors. The ecosystem layer promotes multi-agent collaboration through blockchain-based rights verification and federated learning, providing open APIs to empower applications in education and the creative industries. [Result/Conclusion] By the indepth integration of theory and technology, the proposed data infrastructure framework for CPC periodicals in the AI era promotes the deep mining and application of the periodicals resources. It also provides a reference methodological paradigm and technical path for the intelligent development of similar revolutionary documents in the AI era. Keywords: CPC periodicals
