Abstract

[Purpose/Significance] A comprehensive understanding of foreign government data governance research and the deep integration of theory and practice can inject new innovative impetus into China’s government data governance research and promote the continuous improvement of its research level. [Method/Process] Through concept aggregation, theoretical integration and key link integration, the essence and connotation of foreign government data governance were deeply analyzed, and the overall cognition of the research was formed. Then, GraphRAG technology was introduced to construct a “theory-theme-practice” linkage analysis framework. By using knowledge graphs and generative models, a single theory and practice linkage analysis, as well as a multi-theory and practice linkage analysis were carried out, which not only revealed the hidden relationship and law between theory and practice, but also closely linked theoretical knowledge, research topics and practical applications, and jointly shaped the development pattern of government data governance. [Result/Conclusion] In the future, horizontal and vertical expansion of foreign government data governance will become a significant trend, covering cross-domain cooperation, multi-level collaboration and the extension of data life cycle management. The close combination of theory and practice will become the key driving force for its continuous progress. The two will promote each other and develop synergistically, constantly giving birth to new governance models and methods. The deep integration and adaptation of international advanced experience and local actual conditions will also become an important part of the foreign government data governance development.
