Abstract

[Purpose/Significance] This study aims to visualize and quantify the multidimensional collaboration relationships and network structural characteristics among diverse stakeholders in public open data value co-creation. It provides theoretical and practical references for fostering a collaborative ecosystem where multi-stakeholders engage in public open data value activities. [Method/Process] Leveraging social network analysis(SNA) and stakeholder case data from Zhejiang Province's public open data innovation applications, this research identified the multidimensional collaboration patterns among value co-creation stakeholders. It constructed a collaboration network model, introduced structural indicators of social networks to quantitatively analyze the network characteristics of multidimensional stakeholder interactions, and proposed optimization pathways for enhancing collaborative ecosystems. [Result/Conclusion] Public open data value co-creation is a dynamic process involving the joint value creation by multiple stakeholders. Hosting data competitions serves as an effective mechanism for establishing and sustaining a multi-stakeholder value co-creation ecosystem, where stakeholders collaborate through a hierarchical model characterized by key stakeholders leading and low-influence stakeholders following. To further optimize the collaborative ecosystem among public open data value co-creation stakeholders, urgent measures are needed, including clarifying the participation modes of diverse stakeholders, enhancing public awareness and engagement, and exploring collaborative models that foster a favorable ecosystem for multi-stakeholder interaction.
