Policy Evaluation of New Public Cultural Spaces During the “14th Five-Year Plan” and Implications for the “15th Five-Year Plan”

Abstract

[Purpose/Significance] The practical development of new public cultural spaces requires governance policies for guidance, regulation, and strategic planning. Evaluating the policies of the “14th Five-Year Plan” to inform the development of the “15th Five-Year Plan” for these spaces can provide a crucial research support for their high-quality and sustainable growth. [Method/Process] This research undertakes a comprehensive analysis of 281 policy documents pertaining to new public cultural spaces issued between 2021 and 2025, employing text mining and content analysis techniques. A quantitative evaluation system for these policies is subsequently constructed, and the PMC Index model is utilized to conduct an empirical assessment of eight policy samples. [Result/Conclusion] The study reveals that the overall policy landscape for new public cultural spaces in China during the “14th Five-Year Plan” period is generally positive. Of the policies assessed, one was rated as “Excellent”, six as “Good”, and one as “Acceptable”. Based on these findings, the basic framework of the development plan for the “15th Five-Year Plan” period should consist of 30 core elements across four dimensions: basic principles, main tasks, development objectives, and support measures. Future efforts should focus on reforming the construction and management mechanism, reshaping new quality productive forces of culture, improving the design of the collaborative governance system, and aligning with digital-intelligent transformation and innovation. It will systematically promote the high-quality development of China’s new public cultural spaces during the “15th Five-Year Plan” period.
