Preface:Combining Inheritance with Transformation, and Development with Innovation

Time flies, and the years pass swiftly; as the Year of the Snake fades, the Year of the Horse approaches. In the blink of an eye, 2025 has drawn to a close, and the new year of 2026 is gracefully approaching us.

Reflecting on 2025, we have remained committed to the journal’s mission and worked to enhance its capabilities. We formulated the Plan for Constructing and Enhancing Journal Quality and Impact, analyzed influencing factors, and clarified the paths for improving quality and impact. At the same time, we have preliminarily completed the preparation of the Strategic Blueprint for the 15th Five-Year Plan, with a core focus on researching and applying artificial intelligence technologies, while comprehensively reviewing and engaging in the processes of manuscript review, publication, and evaluation.

Publishing outstanding academic papers, disseminating high-quality research, promoting disciplinary development, and fostering practical innovation remain key responsibilities of the journal. In 2025, the editorial team of Library and Information Service refined 48 research topics based on national strategies, industry development needs, and current research frontiers and hot topics, providing guidance for academic research. More than 450 external reviewers made significant contributions to the rigorous selection of high-quality manuscripts. Over the year, the journal received 4210 submissions and published 287 articles (with an acceptance rate of 6.8%), including 3 invited papers and 14 special-topic collections. These studies focused on frontier theoretical and practical areas such as transformations in information service paradigms, intelligent agents in information service, AI-enabled information resource management, user services in the digital-intelligent era, digital-intelligent transformation, open-access policies, collective behavior on social media, and open science. Collectively, they have made important contributions to the development of information resource management.

Enhancing the academic literacy and writing skills of our broad authorship and readership and promoting scholarly exchange have been missions that Library and Information Service has consistently upheld in recent years. In May 2025, in collaboration with Hebei University, the journal hosted a workshop on Information Resource Management Research and Academic Writing in Baoding, Hebei Province. In July, together with Xinjiang University of Finance and Economics, it co-organized the 2025 Symposium on AI-Empowered Knowledge Management and Knowledge Services in Urumqi. In addition, as a media support partner, the journal actively participated in a number of major academic events, supported more than a dozen important conferences in the field, reviewed over a thousand conference papers, and granted preliminary acceptance to nearly one hundred of them. These activities not only demonstrated the journal’s vitality and influence within the academic community, but also effectively promoted theoretical exchange and practical exploration in the discipline of information resource management in the era of artificial intelligence.

Encouragingly, in July 2025, Library and Information Service was officially indexed in Scopus, the world’s largest peer-reviewed literature database launched by Elsevier. This represents a major new breakthrough and a milestone in the international recognition of the journal’s global influence. Both the China and international evaluation teams of Scopus acknowledged the journal’s high citation rate and its ability to meet the needs of specialized audiences, affirming that its inclusion in the Scopus database was well deserved. Meanwhile, the journal was also recognized by CNKI as a “2025 Outstanding Chinese Academic Journal with International Influence,” included in the Recommended List of FMS Management Science High-quality Journals, incorporated into the think tank journal cluster and ranked among the Top 20 Source Journals for Think Tank Research Hotspot Papers, and admitted as a member institution of the Alliance for the Independent Knowledge System of the Information Resource Management Discipline. On a personal note, for my role as Editor-in-Chief of Knowledge Management Forum and related contributions, I was honored by the China MIKE Award Committee with the Knowledge Torch Award.

In 2026, Library and Information Service will mark the important milestone of its 70th anniversary—a major event for both the academic and professional communities. As the first academic journal in this field launched since the foundation of the People’s Republic of China, it has become, through the collective efforts of several generations, a leading large-scale academic journal in China serving the primary-level discipline of Information Resource Management. Taking this opportunity, the journal will organize a series of academic activities, as well as themed conferences and training programs, to further promote scholarly exchange and enhance research capacity and academic writing skills. We will continue to adhere to the editorial philosophy of “combining inheritance with transformation, and development with innovation,” supporting both practical innovation in the professional community and the evolution of academic exchange in the scholarly community.

At the turn of the year, we extend our most sincere gratitude to the supervisory and supporting institutions, authors, readers, reviewers, the editorial team, and members of the editorial board who have shown care and support for Library and Information Service over the past year. Your encouragement and trust are the greatest driving forces behind the journal’s sustained progress. Although Library and Information Service is published by the National Science Library of the Chinese Academy of Sciences, its vitality and value belong to every dedicated scholar, every innovative practitioner, every devoted editorial board member and reviewer, and all colleagues committed to the advancement of the discipline.

Though the road may be long, perseverance will bring us to the destination; though tasks may be challenging, hard work will put success within our reach. Once again, we extend our heartfelt thanks and wish everyone continued progress in the New Year and success in all endeavors!
